I don't think this would be required, but in case you run into issues this will get you a fresh install. minecraft folder, reinstall minecraft then do steps 1, 2 and 4.
If you want a completely fresh install then delete everything except options.txt, optionsof.txt, optionsshaders.txt, and the saves folder in the. You don't need to move the files unless you don't want to keep your keybinds. You can also move them out of the folder if you wish to keep them just in case anything goes wrong. 
Delete the mods, configs, scripts, structures, resources folders in the existing. 
Unsure if it's needed but RLCraft comes with Forge 14.
